People from regions and cultures as varied as Kerala and Punjab are bound to disagree on everything except one tiny detail – they would like the freedom to do what their local customs and priorities demand; keeping their intersection to a minimum. An extension of that analogy would mean, the powers of the Union Government be kept to a minimum. The most obvious way to achieve this equilibrium is to invert the existing tax pyramid. A structure in which the Finance Minister of India would neither have the resources nor the necessity to indulge in his gladiatorial display on an annual basis. And evolve one that empowers the finance ministers of the states. Better yet, the city’s Mayor. Or, the Panchayat President.

the city mayor and the panchayat president already preside over their respective budgets and revenues and expenditures. the states, the centre, city nagar nigams, the village panchayats all have different neds, different budgets. nilu talks bullshit and you buy it so easily?
