Unlike Wordpress, once can cannot upload pictures to Blogger directly using Windows Live Writer.
Mayank Gupta has suggested a neat workaround for this problem – upload pictures to Flickr and then use a plugin called Flickr4Writer to insert those pictures in your blog posts.
