All over the world, heavy traffic fines act as a deterrent for the errant driver. Hence, the logic behind the Court’s order and the sentiments underlying it are certainly understandable. However, policy making calls for agenda setting, a proper legislative process, rule-making and feedback from both experts as well as users. However well-meaning the judges might be, their sentiments cannot be a substitute for due process.
